It’s soon no longer; according to reports on Twitter, Kogan Mobile is already switching over to 4G. Granted, the change was to come by June, not so much in June, but that the switch is happening a bit earlier (and in May) is only a good thing for Kogan customers.
Kogan user Bill Weaver on Twitter seems to have noticed it today, around Sydney’s lower north shore:

A quick search on Twitter suggests that for some users the migration may have occurred a couple of days ago, with Kogan’s social media support team advising a user on Tuesday that some customers had already made the switch:
