Well it seems Telstra is trying to beat Optus to the pack, with the Samsung Galaxy S4 Mini now available for pre order through the Telstra website.
In addition to this, Telstra are also throwing in a Fitbit Flexi for all online pre-orders through their website, which would probably go in some way with the S Health App on the device………..maybe!
Looking at the plans, it seems that the plan pricing is pretty much inline with most mobile offers from Telstra, as the blow screenshots can testify:

For Optus, plans do vary whether your an existing customer or not. Plans do start from $50 which Optus is offering 200 mins worth of calls, unlimited standard national texts/MMS with 200MB worth of data. Again plans do vary so worth checking out for yourself.
It also seems that the Galaxy S4 Mini will be available in White and Black only from both Optus and Telstra. There is no eta for when the S4 Mini will be available in store, but it will probably very soon given that emails are now being sent out for pre-orders.
