Samsung started announcing a promotion last week, whereby owners of selected Samsung Galaxy phones would receive a copy of the Jay-Z Magna Carta Holy Grail album simply by downloading the app. Eligibility was cloudy at the time but Samsung has just put up the MagnaCartaHolyGrail website, which includes a link to the terms and conditions and Australia is included.
The album will be available to people who download the JAY Z Magna Carta app from Google Play onto their qualifying Samsung Galaxy device. The full list of eligible devices has been included in the terms and conditions, check to see if your device is included :

The album will become available at 4:01 AM Greenwich Mean Time(GMT) June 24, 2013 and ends 3:59 AM GMT July 25, 2013 or when supplies are exhausted (approximately one million application/album downloads), whichever is sooner. According to TimeandDate.com this equates to 2:01pm Australian Eastern Standard Time(AEST).

There appears to be a bit of conflict in the terms and conditions, the offer opens
Offer begins 4:01 AM Greenwich Mean Time (“GMT”) (12:01 AM Eastern Time (“ET”)) June 24, 2013 and ends 3:59 AM GMT July 25, 2013 (11:59 PM ET July 24, 2013) or when supplies are exhausted (approximately one million application/album downloads), whichever is sooner (“Offer Period”).
However, later in the terms and conditions it advises :
Participants may launch the application on or after July 4, 2013 at 4:01 AM GMT (12:01 AM ET) to download or instantly stream the Jay-Z Magna Carta Holy Grail album (the “album”) free of charge (Estimated Retail Value of each album download $11.99 USD).
We have approached Samsung for clarification on the time frames.

If you just open the app you will see its currently counting down 9 days, which means “July 4, 2013 at 4:01 AM GMT”.
Is GT-I9300T (Telstra variant) also considered to be GT-I9300?
I’d say jump into Google Play and see if you can download the app. Should be right to go if you are.
